't necessarily make him a good candidate for secretary of defense, i will tell you who thinks that makes him a good candidate for secretary of defense, the men and women in the armed forces of the united states and their parents who know that this is a guy who will be very careful about putting their lives at risk, 'cause he put his life at risk. he know what is war is and he will fight a wars if the's necessary but a guy that will do it with great deliberation and care. beyond that he went back to nebraska, ran for senate. became a senator. said he would only serve two terms. only served two terms. and when he was elected the second time, he was elected with 83% of the vote. this is a guy respected by his fellow citizens of nebraska. served here for a total of 12 years. and what did he do when he left the senate? he came became an ac testimony knick georgetown, school of foreign service, teaching the new leaders. he also has been co-chairman of the president's intelligence advisory board. he is alsos on the defense policy board. this is a gentleman who knows all of these issues in depth. he

security interests. in 2008, accordingly, the department of defense obligated over $70 million to construct an afghan national army garrison there that would house 1800 national afghan army troops and their advisers. this is a multi-building garrison. it was supposed to be completed in june of 2009. in april 2010, it still was not completed. to make matters worse, the construction had been completed -- that had been completed had major problems. roofs were sagging or collapsing because the contractor had used improper welding and soldering techniques. worse yet, the site was constructed on unstable soil. because the contractor had not adequately prepared the site and stabilize the soil and constructed proper foundation, the buildings were collapsing. they were literally sinking into the ground, causing structural failure and making them unusable. in 2010 we inspected the site. we found problems and told the defense department to fix it. they promised to do so. however, last year we returned and we found a site in deplorable condition. although some structures had been fixed, the underlying

they could be moved on guns. you wrote in the "huffington post," advocating reducing defense spending so you can spend more money and invest in the united states. the question is in the negotiations in congress over the spending do you see that happening? >> we've got to make it happen. again, it's got to be the voice of the american people that will make it happen. people don't realize that 60% of our discretionary money go to the defense. wewe need and want a strong defense, with you but quite frankly out dateed cold war-era weapons can be taken off the table. there are many, many ways we can save money with defense in our pentagon budget, and never even touch anything that would affect our troops and their benefits and their families or national defense. nothing is off of the table and we have to under that defense can't be off of the table. we have to keep defense on the table as part of the negotiations as we move forward. i cannot accept a plan that's going to cut domestic spending by 8%. but i can look at a plan that looks at waste fraud and abuse cuts in the pentagon that will create
